You will need to complete "The Sheep And The Goats" (Chapter 2) as a prerequisite, and the reward is “Sharpshooter Off-Hand Holster Available At Any Trapper”.

In this guide, you will find a way to complete the Sharpshooter 7 challenge in Red Dead Redemption.

You have to look for any gang hideout and shoot at the enemies, making sure to only aim at their heads.

Shoot a hat off or miss a hit, partially or completely will reset the challenge. So it's suggested to use the Deadeye and mark the enemies' heads.
